Try and try again: Airport asphalt testing hits a snag
Director of Materials Service for Western Technologies Greg Keller takes a test sample of asphalt from one of GRG Construction Inc.’s early attempts to lay a passing test strip, which is still needed in order to move forward with the resurfacing of a cross runway at Sierra Vista Municipal Airport.
That strip and three subsequent test strips all failed to meet Federal Aviation Administration specifications in late August and early September, as the city’s project continues to drag on about nine months after the scheduled completion date.

Did someone try to slide on the homework? It sounds like solid engineering is
needed first followed by a qualified contractor.
The sub soil should have been tested before work was started, and if the
asphalt contractor can’t meet the specs, it is time to get a different
contractor.
