PHOENIX — Gov. Jan Brewer penned her approval Thursday to a package of bills designed to balance the budget for the balance of this year and next.

But it’s built on a bunch of presumptions of what voters — and courts — will do.

The legislation trims spending for the balance of this fiscal year by more than $100 million. That, coupled with deferring $450 million in state aid to public schools and universities brings the books into balance.
