CAPITOL: Bill targets unfunded mandates
PHOENIX — State lawmakers want to make sure police, firefighters and other special interest groups can’t force city officials to spend more money on their programs at the expense of other priorities.
Without dissent, the Senate Appropriations Committee on Tuesday approved a measure that would require anyone proposing a local initiative to mandate new spending to also come up with a new source of dollars to fund it. Senate Concurrent Resolution 1031, which would become part of the Arizona Constitution if approved by voters in November, now goes to the full Senate.
