BISBEE — Ray Borane, the former mayor of Douglas, may play a role in President-elect Barack Obama’s administration now that Arizona Gov. Janet Napolitano has been named as the choice for U.S. Secretary of Homeland Security.
Borane was Douglas mayor from 1996 until earlier this year. He worked with Napolitano on U.S.-Mexico border issues for almost 12 years, including when she was U.S. attorney for Arizona, Arizona attorney general and governor.
After Borane ended his service as mayor this year, he joined Napolitano’s staff as her policy adviser for border and immigration issues. “I enjoy and I have enjoyed a very good relationship with Gov. Napolitano for many years regarding border issues and, until I talk to her specifically, all I can say is I will continue to advise her on border and immigration issues until I hear differently,” Borane said Tuesday.
Shilo Mitchell, spokeswoman for the governor, said “Borane will continue to serve as the governor’s adviser on border issues while she is governor.”

When asked if Borane will continue to advise Napolitano when she becomes Homeland Security secretary early next year, Mitchell said, “We can’t speculate on what is going to happen after her confirmation.” She referred questions on the matter to Obama’s presidential transition team.
Sam Wilson, a representative of the transition team, stated in an e-mail to the Herald/Review, “We do not comment on staffing or appointments aside from the ones we have announced.”
